My factories won't build units after my Command Center is destroyed.

In this video, I am playing a multiplayer game. Scavengers attack and destroy most of my base. I try to build units to escape the attack, but cannot.

Replay

The file is uploaded as a .zip, so GitHub does not complain. Please rename it to .wzrp if you want to view it. My command center is blown up around 5:35.

To Reproduce

I could not figure out how to reproduce the error. The following is what I tried:

1. Start no-base skirmish game
2. Build command center, research facility, and factory
3. Research machinegun
4. Design a machinegun viper wheels
5. Select command center and type cheat "kill" to blow it up
6. Try to build units out of the factory
7. It worked

I also tried to simply demolish the command center with my trucks. This did not change the result.

Expected behavior

I should be able to build units
