While I might be wrong but it seems that Death Knight T10 Melee 4P Bonus doesn't proc at all.

Expected behaviour

this buff shoud be on your character whenever all your runes are on cooldown (Note: it shoud proc most likely also out of combat) https://www.wowhead.com/wotlk/spell=70657/advantage

Steps to reproduce the problem

.additem set 897
make sure you equip at least 4 items and bonus is active
cast for example Death and Decay two times (using .cheat cooldown)
notice nothing proc
