YouTube voting system broken?

At 1PM yesterday a friend called me and accused me of helping her video out so that she would no longer have any down votes.

I laughed, and wondered if someone did something to help her out. When i had a chance to check out what was happening i noticed that it wasnt just her video it was all the videos on youtube.
