Our former team member purchased an accident and illness plan from Lemonade for his 3-year-old English cream retriever, Teddy. The plan has a $250 deductible, an 80% reimbursement rate and a $20,000 annual limit, costing $49 per month.
He took Teddy to the vet in June 2024 for eye and nose irritation. He filed the claim two days later, providing a photo of the vet bill, the date of the vet visit, and a recording explaining what happened to Teddy. The claims process took about five minutes and was submitted via Lemonade’s app.
His claim was approved less than an hour after submission, with Lemonade providing a coverage breakdown of submitted expenses.
“Lemonade’s app is so good that I never need to speak to anyone. The company emails me when claims get approved, which only takes a few days,” he said. Overall, he rated his claims experience 5 out of 5 stars.
In our latest 2025 survey of 1,000 pet owners with pet insurance, 127 participants reported having a policy with Lemonade. Almost 76% of respondents said they were satisfied with the insurer, and 82% felt that, based on their experience, pet insurance is worth it.
Embrace is our top overall pick because it offers one of the most customizable and generous wellness plans available. There are no itemized limits within the wellness plan, giving pet owners more flexibility in how benefits are used. In addition, we appreciate how the company covers behavioral treatments and therapies if administered by a licensed vet.
Embrace offers a 5% military discount and a 10% discount for employees of companies that offer Embrace pet insurance. The company also has a Healthy Pet Deductible program, which credits pet owners $50 toward their deductible each consecutive year they go without filing a claim.

Our former team member purchased an accident and illness policy through Embrace for Luna, her 4-year-old, large mixed-breed dog. This plan has a $500 deductible, 80% reimbursement rate and $5,000 annual limit, totaling $60 per month. When asked about her shopping experience with Embrace, she noted that the website was extremely user friendly.
“If I had questions about what certain things were covered in the basic plan, there was information at the ready.”
However, she noted one drawback — once you get to the final page for checkout, you can not go back. She also noted that information on canceling a policy isn’t readily mentioned, and she’d like more clarity on if it’s easy to cancel online or if she needs to speak to a customer service representative. Overall, she felt the initial signup process was relatively easy, but has yet to file a claim with the company.

Pet insurance coverage often comes with exclusions. Standard exclusions include pre-existing conditions, routine and preventive care (unless you purchase a pet insurance wellness add-on), cosmetic procedures, experimental therapies, breeding, pregnancy and hereditary and congenital conditions.
Pre-Existing Conditions
Pre-existing conditions are health conditions that arise before your coverage begins, either prior to enrollment or during the waiting period. No pet insurance companies cover pre-existing conditions, although some conditions may no longer be considered pre-existing if your pet goes a certain period of time without recurring symptoms. Having a pre-existing condition does not mean your pet is ineligible for pet insurance entirely, but that your plan will not cover treatments related to that condition.
Examples of curable pre-existing conditions include vomiting, diarrhea, broken bones, urinary tract infections, respiratory infections and more. All of the recommended providers in this article offer curable pre-existing condition coverage, though they might not all offer it nationwide.

Finding the best pet insurance for your dog will depend on your pet’s coverage needs and your budget. For example, if you live an active lifestyle and spend time outdoors with your dog, consider a pet insurance policy with coverage for accidents and illnesses associated with outdoor and adventure activities.
If you have an older or senior dog, your pet may only qualify for restricted coverage. However, some providers, such as Lemonade, ASPCA Pet Health Insurance and Figo, set no limits on the eligible age for coverage. And if you own a breed prone to certain issues, it’s important to understand what’s covered as well as any waiting periods associated with a policy.
How To Find the Best Pet Insurance for Cats
The best pet insurance for cats, according to our pet insurance review, is Lemonade. Lemonade combines a competitive premium for cats with its fast, app-based claims, particularly useful for smaller feline claims.
Cats also have unique needs to consider when deciding on a pet insurance policy. If your cat spends most of its time outside, you may consider a pet insurance plan with coverage for both accidents and illnesses. A wellness plan with microchip coverage may also be something to think about, especially if your cat likes to roam.
According to the ASPCA, common feline health problems include heartworm, ringworm and upper respiratory infections. A pet insurance plan that covers these types of common issues could save you from paying vet bills for any necessary treatments.
Is Pet Insurance Worth It? Our 2025 Survey Results
Earlier this year, we conducted our fourth annual pet insurance survey of 1,000 pet owners to better understand how they feel about their decision to purchase an insurance policy. We then compared our findings to our 2024 survey to gain insight into relevant trends. At the time of writing we have surveyed a total of 4,000 pet owners to bring you real data to help you make a decision about pet insurance.
Based on our latest survey, we found that 40% of participants named veterinary care as the biggest expense they have for their pet. In comparison, this expense was the highest for 31% of participants in our 2024 survey, which shows a year-over-year increase of 9%. In addition, the amount of coverage was, yet again, the most critical factor in choosing a pet insurance plan for our 2025 respondents, following the trend set by 2023 and 2024 respondents.
In our latest pet insurance review, our top-rated pet insurer was Embrace Pet Insurance, for reasonable monthly premiums, excellent coverage and a large number of covered treatments like behavioral, congenital and hereditary conditions. Embrace’s average monthly national premium is $47 for dogs and $26 for cats.
Typically, accidents, illnesses and hereditary or congenital conditions are usually covered by pet insurance, while pre-existing injuries or illnesses and routine care usually aren’t covered.
Routine care, including vaccinations, is not generally covered by pet insurance. Pet insurance usually covers unexpected accidents or illnesses that your pet may experience.
After gathering over 17,000 pet insurance quotes, we determined that the average national cost for pet insurance for dogs is $52 and $28 for cats (that’s for a plan with up to $5,000 per year in coverage).
Methodology
We review each pet insurance company based on factors most important to pet parents like you. Our process includes in-depth industry research into each provider, such as comparing coverage options, gathering quotes online to determine pricing and reading reviews to assess customer service. To better inform our reviews, we’ve surveyed 3,000 dog and cat owners nationwide to determine the most important elements of pet insurance coverage. We’ve also bought pet insurance plans for 10 of our team’s pets to test the customer experience of various providers for ourselves.
We then score each provider on a 100-point scale and calculate an overall rating out of five stars. Here are more details about the factors we consider when reviewing pet insurance providers:
Costs and Discounts (22.5%): To assess pricing, we collected sample quotes for 10 mixed-breed and purebred dogs and cats, ranging from 3 months to 8 years old. Our team collected a total of 17,330 quotes directly from 22 provider’s websites, requesting at least two quotes for all 50 U.S. states from every insurer and pet profile. Providers earn the most points in this category for offering affordable coverage and more than four discount options to customers.
Coverage (22.5%): The best pet insurance companies offer a range of plans, customization options and more so pet owners can choose the right coverage. Companies offering a wide variety of coverage options earn full points in this category. We also look at waiting periods and award the most points if companies offer policies with shorter waiting periods than its competitors.
Covered Treatments (17.5%): According to our survey of pet owners, coverage is one of the most important factors when shopping for pet insurance. Companies with a breadth of included treatments and unique coverages as standard within their policies receive more points in this category than those with less options.
Customer Experience (17.5%): Respondents to our survey also valued customer service when comparing pet insurance providers. We score each company based on its website accessibility and overall usability, customer service, mobile apps, money-back guarantees and veterinarian telehealth options. The insurers with the most customer experience offerings receive the most points.
Industry Standing (10%): We review up-to-date ratings and accreditation information from the Better Business Bureau (BBB) and Trustpilot, and score companies based on customer reviews and years of industry experience.
Availability (10%): Some companies do not offer policies for pets over a certain age. For this category, we deduct points from providers that have age limits for older pets. We also consider state availability, international coverage and if a company extends coverage options to breeds considered dangerous.
