Both DecimalDigits and HexDigits have an array that needs to be pre-computed; this can be addressed by adding @AOTSafeClassInitializer.

These two classes both:

  1. Have huge tables that benefit from AOT caching
  2. Have no field or class initialization action that depends on external input like system properties

So I think this is a reasonable optimization.
