Deprecate EVP_get_cipherbyname and EVP_get_digestbyname #29999
Description
Both EVP_get_cipherbyname and EVP_get_digestbyname are now wrappers around corresponding EVP_*_fetch and should be deprecated altogether with EVP_get_cipherbynid and EVP_get_digestbynid.
