Enables double-quotes across the codebase as per
black's style and merges the target-version config option for black from being duplicated across garden.yaml and Makefile into only being in pyproject.toml. Lastly, make the Makefile use isort too when we runmake formatto match the behavior of the linter Action. Thanks for pushing this to a conclusion David!Closes #519.
