We have a working version of jar-dependencies now using the mima stripped-down Maven dependency resolver. This PR will switch us to jar-dependencies 0.6.0 to eliminate issues with post-install hooks trying to install ruby-maven and hitting concurrency challenges.
This is based on finalization changes in jruby/jar-dependencies#107.
