@parthea I see that the new release version is uploaded to pypi https://pypi.org/project/google-cloud-spanner/.
But the build failed with error

HTTPError: 400 Bad Request from [https://upload.pypi.org/legacy/](https://www.google.com/url?q=https://upload.pypi.org/legacy/&sa=D)        
         The digest supplied does not match a digest calculated from the        
         uploaded file.

A rebuild gave an error that file already exists.

Any idea if there is any action item needed here?

No action is needed as this version exists on PyPI. I've also tested importing this version locally. I've closed #1147
