build tmlQCD with cmake. Requirements all changes are in the cmake_support branch

• Build small dependencies if not found
• Plan for hdff5
• Initial build in place
• add necessary support for cpu related acceleration
• add support for c-lime and lemon (step one only detection)
• add support for building lemon and c-lime
• large file support
• keep config.h philosophy for compilation dependent parameters (MPI, OpenMP)
