Add a SCOP2 parser #82

SCOP2 was recently published: [server] [paper]
BioJava should eventually include a parser for the data. This could be similar to the ScopDatabase interface & implementations, but would need an updated API to handle the new features. There should be at least two implementations: a parser for the 5 parseable files, and a REST-based implementation.
