I do a mission to Mun and the tourist has no connection to Kerbin but is under local control. I can provide a screenshot shortly although you can't see there that I actually have control (and this is not just a glitch showing that it's under local control when it isn't).

I'm using 1.6.5 installed via CKAN in 1.0.2.
