@euronion @lkstrp @fneum this is ready for review, the ICCT confirmed the new data are ok. BTW, I'm pushing to understand the origin of the data that are now used as baseline (corresponding to the previous Conservative scenario for 2020) as their latest report (page 2) only reports 2020 values for the old Moderate scenario, which is not realistic anymore as actual costs of electrolyzers in the US in 2020 were higher than those listed there. |

Changes proposed in this Pull Request
This PR modifies electrolyzer costs in #194 uniforming initial values (2020) for the three scenarios (Advanced, Moderate, Conservative) and applying a 2.5%/year, 2%/year and 0.5%/year cost decreasing factor, respectively. Both initial (2020) values and cost decreasing factors are provided by the ICCT.
