Switch the EltwiseMultMod implementation to "Generalized Barrett modular reduction" (Algorithm 2).
Largely, the implementation is unchanged. However, we now have a stronger certainty that the approximate modular reduction is at most off by one from the true modulus. That is, the "while" condition from Algorithm 1 is now the "if" condition of Algorithm 2 with certainty.
